The living reference
THE TWO LISTS
They do different jobs. Casual Only cards are not legal in Comp at all. Game Changers are fully legal, but you may only run three.

Game Changers
Maximum three across your registered fifty.
49 cards. Median price $14.91.
Built from Commander's list of 53. Ten came off because they sit on the Reserved List and are Casual Only on availability. Fourteen came off because 1v1 at twenty life makes them fair. Twenty went on because 1v1 at twenty life makes them unfair. The tutors are on this list, which is why Comp has no separate tutor rule.

Casual Only
Not legal in Comp at all. Not a power list: two reasons, neither of them strength.
Cards that cannot function in a registered 1v1 match
Dexterity: Chaos Orb, Falling Star.
Subgames: Shahrazad.
Ante: Amulet of Quoz, Bronze Tablet, Contract from Below, Darkpact, Demonic Attorney, Jeweled Bird, Rebirth, Tempest Efreet, Timmerian Fiends.
Conspiracies and anything needing a third player.
Companions. Every companion is Casual Only. Singleton already satisfies Lutri, forty cards makes Yorion impossible, and the rest are not worth a rule.
Cards that cannot be acquired
The Reserved List. All 565 of them.
Wizards has promised never to reprint these, so supply can only shrink. That makes them a wallet test rather than a skill test, and Comp does not run wallet tests. The list is published, objective, and will never change, so this file references it rather than copying it.
The ten most expensive cards it removes from Comp:
| Card | Price |
|---|---|
| Mishra's Workshop | $3,000.97 |
| Black Lotus | $3,000.00 |
| The Tabernacle at Pendrell Vale | $2,899.99 |
| Candelabra of Tawnos | $2,275.12 |
| Bazaar of Baghdad | $1,949.99 |
| Juzám Djinn | $1,827.00 |
| Library of Alexandria | $1,810.00 |
| Chains of Mephistopheles | $1,183.06 |
| Mox Diamond | $1,118.84 |
| Moat | $872.56 |
Also removes every ABUR dual land. They average $267.56 each.
Watch List
Watched, not banned. Cards get a price, not a prohibition. If the data says a card warps the format, it moves to Casual.
The watch list is empty. No card is watched today.
When a card is watched it is named here with the date it was added, and it stays fully legal while it is. Watching is not banning: if the data says a card warps the format, it moves to Casual rather than out of the game.
